LWL qualifies 8,500 employees with a new blended learning concept
How 8,500 clinical staff at the Regional Council of Westphalia-Lippe (LWL) were optimally further qualified with a target group-focused approach that took account of their individual learning speeds, individual learning times and qualification levels.
The Regional Council of Westphalia-Lippe (LWL) is a communal authority covering 18 rural districts and nine towns in Westphalia. The LWL Psychiatry Association provides healthcare services right across the LWL region. Each year around 150,000 people are treated and cared for by 8,500 of the association’s staff in 14 psychiatric, psychosomatic and psychotherapeutic hospitals together with day clinics, outpatient clinics, seven rehabilitation centers and institutes, ten residential institutes and seven care centers. In addition, LWL currently runs five forensic-psychiatric clinics with around 900 employees and 1,200 patients.
LWL implemented the clinical-psychiatric hospital information system Nexus/Medicare in its 19 clinics for child and youth psychiatry, adult, and forensic psychiatry. Using tt knowledge force, tts created web-based training modules (WBTs), which allowed the 8,500 end users to prepare themselves for the new software in the shortest time possible, with support from key users.
An important pre-condition was that the training could be integrated in the existing work rosters – it was vital that the rollout should not disrupt daily business. The wide disparity of IT experience within the workforce demanded a special approach that would allow a pleasant and successful learning experience.

Training requirements analysis highlighted the need to develop an optimized training program for a very heterogeneous target group. tts proposed blended learning with a mix of prepared presence phases and e-learning units. The project plan thus divided horizontally between the three types of clinic: child and youth, adult, and forensic psychiatry; vertically it divided between three system components: admissions, transfers and discharge, medicine and healthcare, and integration of functional positions.
With the implementation of Nexus/Medicare in all clinics, LWL gave its doctors and care-workers comprehensive support across clinical and administrative processes. The course of treatment is documented, treatment and care is organized and the clinical processesare managed. LWL rolled out the information system at all three types of clinic. tt knowledge force´s rich functionality meant that LWL could also generate content very quickly. tts created six WBTs with sub-sections. According to the type of clinic and their own job functions, within six to eight hours employees prepared themselves for working with the new software.
After an information session at each clinic, key users were trained, in other words in just one to two days most doctors and ward managers were equipped to help their co-workers to complete the WBTs. After that user training took place for the entire clinical staff: doctors, nurses and therapists as well as clerical support. The training included intensive sessions covering specific cases, such as how to manage the admission of a drug addict at risk of suicide. Because the training concept put the emphasis on WBTs rather than presence training, employees could train in their own time, based on their personal work schedules.
This meant, for example, that the staff were up to speed on the “admissions, transfers and discharge” software components in just three to six weeks. Each clinic could decide for itself when it should complete the training in the various software components.
Learning at your own pace ensures a trouble-free application. The concept developed by tts was very well received by the clinical staff. One member of staff summarized the experience in this way: “We really enjoyed learning with WBTs, since we could fit this in with our work rosters and determine the tempo of the training for ourselves. Even colleagues with limited experience of IT were optimally prepared for the new system. In the presence training we could go into the content in more depth and with a practical orientation, giving us greater self-confidence when using the information system.”
